Moving
The
move tool can be used to drag the entirety of a single layer or more if they
are selected. Alternatively, once an area of an image is highlighted, the move tool
can be used to manually relocate the selected piece to anywhere on the canvas.[25]
this tool is use to move the one layer to other layer .first
select layer form right side of the panel and move up and down to move layers
